Description

We require both an author element and a content element.

Missing content element should default to index.html.
Missing author element should have a reasonable default but still spit out a warning.

Additionally it'd be great to get all fo the code cleaned up into the packager-validator file (it currently lives there, config-parser and possibly elsewhere).
