Description

Steps:
1. Create the .zip of the release candidate
2. Upload it to apache servers
3. Upload new docs snapshot (see Release wiki)
4. Update cordova.apache.org website with new release info (see Release wiki)
5. Wait 24 hours
6. Announce its availability to the mailing-list & blog about it.
