Ability to check device for capabilities, e.g. webcam

      Description

      There is currently no way to determine if a device has certain capabilities or not. A device such as a first generation iPad, for example, has no webcam, and it would be very useful if it was possible to check for the existence of a webcam on a device.

          I vote for this functionality. Instead of relying to 3rd party plugin, Cordova should have basic diagnose capability to do the job.
