[CB-12765] cordova-create doesn't properly copy over app-hello-world template_src directory

Description

We don't seem to treat our default cordova-app-hello-world as a template in cordova-create. This causes it to not copy all of the files in the template_src directory when creating a project.

When we create a project with cordova@7, it doesn't start with a package.json. It would if cordova-create treated app-hello-world like a template
