[CB-11615] edit-config tag does not work for android platform when specified in plugin.xml

Description

Currently the support for the edit-config tag was released in cordova-common 1.4.0 which was picked up by cordova-cli 6.3.0 but it does not work in cordova-android as it is bundled with cordova-common 1.3.0.
