[CB-1129] Streaming media requires two presses of "Plays" before beginning

Description

Here is my use-case that replicates the correct behaviour.
1. Launch Mobile Spec on Android Device
2. Press "Audio Play/Record" menu button
3. Enter value of "5" in seekTo/seekBy textfield
4. Press Seek To
5. Press Play (streaming audio prepares, then goes to "Paused mode")
6. Press Play
Result: Begins playing correctly at ~5s

This should simply be a matter of correctly disabling the initOnly flag
