Adds a new preference WKWebViewDecelerationSpeed, but will safely fall back to the UIWebViewDecelerationSpeed for existing projects.

It might be preferable to always use UIWebViewDecelerationSpeed rather than adding a new preference, although the name would be inconsistent.
