[CB-10145] HTMLImports is not working, rendering the webcomponents.js polyfill useless.

Description

Using Cordova-ios 4.0.0 from the master branch with the cordova-plugin-wkwebview-engine does not support HTMLImports with the webcomponents.js polyfill. This worked on UIWebview. The polyfill works fine in Safari. This makes development using the Polymer framework practically impossible.

EDIT: It works, but only with http*:// urls. See https://issues.apache.org/jira/browse/CB-10143 for details.

The only difference between index.html (not working) and index_working.html (working) is that the file is loaded from a server with CORS-enabled headers in the working one.
