Regression: DefaultDbRowOpSorter shouldn't sort update operations

    Description

      While working on CAY-2867 I found this regression. DefaultDbRowOpSorter sorts all types of operations, while legacy FlushAction implementation only sorted insert and delete operations. So we need to fix this.
