[CAY-1221] Exclude JPA from releases

Description

Per our mailing list discussions we'd like to exclude JPA code from the release, but still keep it close to the core so that the work can be easily resumed in the future. So I am planning the following approach:

1. Keep all the JPA and JPA-itest modules in their current locations.
2. Exclude provider classes from cayenne-server.jar and jpa jar from lib.third-party
3. Move JPA docs to a separate confluence space and exclude them from the distro docs.
