Dan:
We used to have a page which rendered an action prompt (actually, it's still in the codebase for the Wicket viewer), resurrecting this would be the way to support. Actions can be bookmarkable (or once were), so there is some metamodel support.

Probably also integrate with DeeplinkService (programmatic API).
