StorageProxy.truncateBlocking sends truncation messages to fat client hosts; making truncation timeout

    Description

      We have fat clients on our cluster. Trying to truncate CF gives timeout. This is because fat client dont respond to Truncation messages.

      Fixed by sending Truncation only to storage endpoints.
