Description

We say it's the 99th: https://github.com/apache/cassandra/blob/trunk/tools/stress/src/org/apache/cassandra/stress/StressAction.java#L65

But return 99.9th https://github.com/apache/cassandra/blob/trunk/tools/stress/src/org/apache/cassandra/stress/StressAction.java#L145

Not sure which is intended.
