Description

It is possible to implement a concurrent quiescent checker, which allows for a high degree of concurrency, while allowing to pinpoint partition state precisely. 

Additional minor improvements:

      * formatting
      * thread shutdown on failed run creation
      * idempotent query execution
      * retry delay
