Description

This will be a prerequisite for the initial merge of the cep-15-accord branch to trunk. Two basic things should happen:

1.) Make sure there’s a flag in the YAML that rejects CQL transactions when disabled, similar to what we do right now with MVs, transient replication, etc.

2.) Audit the C* Accord integration for threads we don’t want starting when Accord is disabled.
