Description

We should add the optional hot-proppable / in .yaml ability to collect a heap dump when any uncaught exception is handled by the JVMStabilityInspector, assuming it's not an OOM or something that marks the JVM unstable.

This has come in handy in a variety of prod debugging scenarios and would be good to have baked into the DB proper for operators.
