Description

We should track the duration during startup in order to quantitatively measure how fast/slow each step is doing and to provide a better insight in order to make decisions about potential improvements.
The timings, e.g. time to load sstables, time to finish bootstrapping, time to establish ssl connections, etc., can be stored in the system table.
