Description

RUN_STATIC_UPGRADE_MATRIX adds extra complexity and really tries to get the upgrade tests to run with only committed logic; this isn’t needed as running against the latest trunk solves the same problem.

This flag has been used for a long time and has shown to confuse people as they feel its needed when its really only for specific edge cases; we are moving the usage of this flag from CI.
