Test and Documentation Plan

Run jmx_test.py and jmx_auth_test.py locally and manually verified authenticated/unauthenticated/encrypted connections.
CI run WIP.

Description

When committing CASSANDRA-15653, the 2.1 branch was omitted, so we should backport the fix.
