Pick a better file_cache_size_in_mb default

    Description

      Currently we set aside at most 512MB, chunk cache of 480MB. With CASSANDRA-5863 we should probably go higher, but we need to evaluate to what extent it makes sense to prefer chunk cache over compressed OS page cache / row cache etc.

      The size of the space reserved for pooled buffers outside the cache ChunkCache.RESERVED_POOL_SPACE_IN_MB could also benefit from some tuning.
