Description

(Follow-up to CASSANDRA-10314 and prerequisite for the final goal CASSANDRA-9738.)

Ticket is about to extract the API code changes from CASSANDRA-9738 as a sub-task - so everything from CASSANDRA-9738 without the actual off-heap implementation.
