Zookeeper route policy constructor has no need to throw exceptions

    Description

      The only exceptions that are thrown by the constructor of the ZooKeeperRoutePolicy are thrown by the requirement to make the node name more pretty - adding the hostname to the created zookeeper node.

      This exception is fairly unlikely to happen and therefore can be caught closer to the cause, logging a warning and using a default hostname.

      This would clean up the API by avoiding throwing any exceptions.
