As a workaround set

export MAVEN_OPTS="--add-opens java.base/java.lang=ALL-UNNAMED --add-opens java.base/java.lang.reflect=ALL-UNNAMED --add-opens java.base/java.util.regex=ALL-UNNAMED --add-opens java.base/java.net=ALL-UNNAMED"
