Cast(200 as boolean) should return true(consistent with Postgres and Mysql)

    Description

      For the sql :

      select cast(200 as boolean) 

      The above results are true in Mysql and Postgres.

      But in calcite,the result is false:

      LogicalValues(tuples=[[{ false }]])
