[CALCITE-4839] Remove remnants of ImmutableBeans post 1.28 release

Description

This is final piece of work related to moving to Immutables. Once we release, we need to go through and remove all the shims to support deprecation. This includes deleting ImmutableBeans and the associated tests and annotations. We also need to remove the deprecated Config interfaces (where they have new names).
