Allow definition of quasi-monotonic columns

    Description

      As discussed in CALCITE-1090, Calcite can make progress on streaming queries if columns are not monotonic but are slightly out of order and the stream has a mechanism (say watermarks or punctuation) to state that a particular value will never be seen again. We need to add support for this in the schema SPI.
