[BUILDR-651] Loosen the restrictions on gem deps

Description

Is is possible to loosen some of the restrictions on some of the gem deps. In particular it would be nice if highline could be moved to ~> 1.6.2 so patched versions could be used (highline is up to 1.6.11 right now).

With the specific gems pinned, it makes it difficult for lib that integrate with Buildr (such as https://github.com/mguymon/lock_jar), because it must line up its deps to maintain support for Buildr.
