Existing Puppet recipes are failing to initialize HDFS dictories on the first run

    Description

      Looks like that after inlined HDFS initialization has been replaced with a call to the external script, the first attempt to execute the script and create all needed directories is always failing because no datanodes are started at that moment.

      Consequent attempt to run deployment works as expected.
