catalina-based services should be really careful with catalina stop

      Description

It turns out that catalina init.d scripts tend to bail out a lot during the stop action. Here's yet another problem with them:

      # catalina.sh stop
PID file found but no matching process was found. Stop aborted.

This breaks services that rely on catalina stop action doing the right thing (httpfs and Oozie)

Turns out Oozie is actually fine since it implements exactly the same logic at the level of the init.d script.
