Enable devel repo on Rocky Linux 9

    Description

      While redhat-lsb-core is required for runtime environment of RPMs, the devel repository providing this is not enabled by default on Rocky Linux 9. bigtop-deploy should update the /etc/yum.repos.d/rocky.repo.
