Fix build failure of Python 2.7 on Rocky Linux 9

    Description

      Building Python 2.7 fails due to SSLError: [SSL: EE_KEY_TOO_SMALL] ee key too small during tests on Rocky Linux 9. Recent OpenSSL bundled by OS distro seems not to allow small size key by default.

      The reason why building Python on Rocky Linux 9 is that python2 package was dropped on the RHEL 9 and clones. While migrating to Python 3 is the right solution, it is not yet done.
