[BIGTOP-3587] Deploying Ambari to Ubuntu 18.04 and 20.04 fails on ppc64le

Description

I ran the Ambari deployment for the 3.0.0 release, but it failed on Ubuntu/ppc64el, same as BIGTOP-3576.
