gradlew toolchain fails trying to download Ant 1.9.8

      Description

      toolchain tries to download Ant 1.9.8, but 1.9.8 has been removed from Apache mirrors.

          Good catch! Our doc is for sure outdated.
          Can you refer to BIGTOP-2690 and create a JIRA with patch?

          Felix Cheung I made you a patch with your name and email on it.
          Next time you can either
          a) refer to our guide for making a patch file and attach it here, or
          b) Create a JIRA first and then create a PR with the JRIA number prefixed in its title.

          I'm not quite sure what's the process in spark or zeppelin, but we work in these ways.

          Oops, I accidentally clicked "Assign to Me" when trying to assign to Felix, and then I found that I can't assign to Felix because he is not an Apache Bigtop contributor yet. Felix Cheung, do you mind if I just take ownership of this and create and commit a patch for it, or do you plan on making other contributions in the future and would rather be made an actual contributor so that issues can be assigned to you? Being a new committer myself, I'm not actually sure how to do that though or if it's even possible for me to do that. (Maybe only PMCs can do it?)

          Felix Cheung can you fire up another PR with BIGTOP-2690 prefixed in title?
          I guess the way we hook git PR with JIRA is by PR trigger instead of periodical scan. Therefore your PR isn't linked here.
