Description

We need to do following cleanups for Python BigQuery module.

• Add ReadFromBigQuery that wraps Read(BigQuerySource).
• Make WriteToBigQuery to use Write(BigQuery) for batch pipelines so that both both batch and streaming users can use that.
• Update documentation of WriteToBigQuery
