Flink CoderTypeSerializer ConfigSnapshot cannot be deserialised

    Description

      While working on BEAM-1779 I noticed this bug because these tests now test checkpointing/restore of the source operators.

      The fix is to properly implement read() and write() and change the compatibility-check logic a bit.
