This seems to be technically a flake, but highly flake (looks like ~90% of runs are failing and this is the only error in sight). I can't pinpoint where it started since even the oldest failure shows this, but it's likely that it was failing since the test was introduced because the test also caused failures in Dataflow (https://issues.apache.org/jira/browse/BEAM-13952).
