Description

As a Beam Playground maintainer, I want to be able to deploy a Playground environment to a GCP project using IaC scripts.

Acceptance criteria

1. Terraform scripts for frontend AppEngine prepared
2. Terraform scripts for backend AppEngine prepared
3. Terraform scripts for storage prepared
4. Terraform scripts for VPC and Subnets prepared
5. Draft Deployment instruction/FAQ
