Description

The serialization of a basic type Element assumes the namespace prefix is associated with an existing namespace declaration.

If this is not the case, an invalid SOAP message is produced.

The serialization engine needs to determine if the namespace prefix is in scope, and if not it should serialize a matching namespace declaration.
