[AXIS2C-38] Server crashes on first request if service.xml is present but if the service so(dll) is missing

Description

We should be throwing a SOAP error here to the client. But instead, transport sender get a NULL SOAP envelope and it crashes.

Program received signal SIGSEGV, Segmentation fault.
