Some sub-builds are not honoring enable/disable tests configure flag

    Description

      The guththila and neethi sub-projects are not honoring the configure flag to enable/disable tests.

      I have a patch in progress, however the guththila tests rely on an external depenency and even with that dependency they do not compile.

      As such, I'll wait to address this as part of the gtest migration.
