[AXIS2C-1331] when mtom is enbaled form axis2.xml soap faults are not sent correctly from the server

Description

When we set <parameter name="enableMTOM" locked="false">true</parameter> in server side , the generated faults are not sent. Instead following is sent.

HTTP/1.1 500 Internal Server Error
