Description

AddressingOutHandler may omit wsa:To on 2004/08 despite it being mandatory.

If the To EPR for the response is null, the header will not be added with the anonymous address. This is in violation of the 2004/08 spec and is detected by the AddressingInHandler. This problem is appearing in Sandesha2 testing for Sandesha2 1.4.
