[AXIS2-2827] Release process guidelines not showing up after "mvn site"

Hi Chatra!

I added xdocs/release-process.html to the source tree, and also updated navigation.xml in what I thought was the right way to get it to link in. Unfortunately when I do a "mvn site" to build the site, I don't see a link to the new file on the sidebar, nor does the actual release-process.html file seem to get copied to the target/site directory. Could you take a look and let me know what I've done wrong here?
