[AXIS2-1158] Error page given when trying to edit paramters on services which have been inactivated

Description

Assume that you have inactivated a service
Now go to 'Edit Parameters', select the service that you have inactivated from the combo box and click on the button 'Edit Parameters'.
Gives an error page (Please refer the attached image)
