Description

This is a revival of bug 'AXIS-579 Element not specified with nillable="true" in the wsdl should be sent over the wire'. I have attached a stripped-down WSDL and a main file to illuminate the problems.

I've tested this against 1.1 and 1.2beta.

BTW, the free CapeClear.com SOA editor (Windows) made it very easy to strip down the 500k wsdl file to create this test example. Highly recommended.
