[AXIOM-396] MultipartWriter should support to write Content-Disposition header

Description

Current MultipartWriter implemantations does not support to write "Content-Disposition" header [1] [2] but there are some use cases that need to write this header. As an example this is a required header for Axis2 MultipartFormDataBuilder in order to construct SAOP messages. This is a required feature to use MultipartWriter in Axis2 MultipartFormDataFormatter.
