[AURORA-911] Scheduling vetos are only displayed for the first task in a TaskGroup

Description

When a task fails to schedule due not passing a resource or constraint Veto the entire TaskGroup is penalized but only the first task gets Veto reasons set. That leads to the UI displaying something like "Insufficient disk" veto reason only for one instance out of the similar pool of PENDING tasks.

Consider sharing a Veto reason for all tasks in a group for improved troubleshooting and visibility.
