Description
Destroying a vagrant environment should be cheap, but we do so much during provisioning that it's quite expensive. For example, all of the apt/dpkg-related activities are expensive and could be baked into a box that we upload to vagrantcloud. This would make for a bigger initial download, but the image would be cached locally and reused. I believe this would make a vagrant destroy/up cycle quite cheap.
