Export percentile stats showing ms to respond to API requests

    Description

      As seen in AURORA-471, we do not export percentile stats for how long it takes the scheduler to respond to requests via its API. This makes diagnosing 'slowness' or issues routing requests through an HTTP proxy more difficult.

      Adding these metrics will enable better debugging and understanding of what users see when making requests to the scheduler.
