Description

Atlas debian package build fails during maven call with the following rat exceptions.

!????? debian/source/format
!????? debian/atlas-metadata.log
!????? debian/atlas.install
!????? debian/compat
!????? debian/bigtop.bom
!????? .pc/.version
!????? .pc/.quilt_series
!????? .pc/.quilt_patches

Need to update the maven-rat-plugin exclude section to fix the maven build failure.
Patch is attached herein to the BUG.
We have verified the build with the change.
